- Message from the Minister -
The Atomic Energy Council (AEC) serves as the Nation's governing authority of atomic energy related affairs. Our responsibilities are the safety supervision of nuclear power plants, nuclear facilities, and radiation workplaces. In addition to strictly implement the law for nuclear safety control, radiation protection, environmental detection, and proper administration of radioactive waste management to ensure the safety of nuclear applications, AEC also actively promotes further research and development of atomic energy applications for livelihood matters.
To meet the challenge of high energy prices and global warming, the Executive Yuan will actively map out an energy policy for greenhouse gas reduction, energy saving, and the use of carbon free energy. It is inevitable that in the future nuclear energy will once again become an important role in energy structure. AEC and its subordinate organizations will also actively involve in energy policy formulation and implementation.
AEC will uphold both profession and the principles of "safety first, reasonable control, and convenience to the people" for nuclear safety and radiation safety control supervision. We will strengthen the ability of response to nuclear incidents and oversee that Taipower completes Lungmen plant with the highest quality and begins commercial operation safely, as well as manages radioactive wastes properly. At the same time we will also reinforce safety control for the applications of ionizing radiation in domestic medical, agricultural, academic and industrial sectors so as to ensure the health and safety of radiation workers and the general public. The AEC will further uphold the spirit of the legislation that governmental information should be open to the public, so that the people can better understand and rest assured.
We should be gratified that in the past AEC has built a very good foundation in institutionalization and regulations. As we look into the future, the development of nuclear energy should be promising. However, we also see long-term sustainable development problems: a discontinuity of professional manpower and future personnel training being a major one. It takes AEC and its subordinate organizations to work cooperatively with the academia to solve the problems, and we look to see that the knowledge and technology of nuclear energy are passed from generation to generation.
President Ma instructs and encourages that everyone in the administration must be incorruptible, diligent, caring, and forbearing. I also encourage all AEC colleagues not only to persist in honesty, uprightness, and acting in compliance with the laws, but also be enthusiastic to serve the public by "perfecting problem solving" as our goal. Let's work with our greatest efforts for the sustainable development of our nation and the protection of the Mother Earth.
